NEWS 25 - WEHT: Evansville, Henderson, Owensboro-Late tax bills force counties to borrow millions

INDIANAPOLIS (AP) - Nearly all of Indiana's 92 counties failed to mail property tax bills on time this year, and many counties have had to borrow millions to shore up spending while they await payments.
Only Owen and Kosciusko counties sent bills on time so that payments were due May 10, the date set by law. Seventeen counties were more than six months late sending the first of this year's two bills, and some still haven't billed.
State officials blame the delays on major changes in the assessment system since a 1998 court ruling and new property tax caps. But they say things are improving and predict that up to 75 counties will mail bills on time next year.
